SEGA – One Health Network’s objectives
The SEGA – One Health Network brings together the five IOC Member States, the Union of the Comoros, France/Réunion, Madagascar, Mauritius and Seychelles. It is based on the principle of the sovereign equality of IOC Member States. Its purpose is identified in a Charter signed by these countries on March 1st, 2017 on the occasion of the 32nd IOC Council of Ministers. Under the terms of the SEGA – One Health Network Charter, Member States undertake to respect the principles of loyalty and good faith in their relations in health matters at regional level, implying respect for the duty of reserve and confidentiality of data exchanged between competent authorities (Article 2 of the Charter). Since the second phase of the project to strengthen the Regional Epidemiological Surveillance and Investigation Networks (RSIE 2), financed by the Agence française de développement (AFD) and supporting the activities of the SEGA – One Health Network (2013-2017), the IOC Member States have been reflecting on the sustainability of this health surveillance system, the first stage of which was the signing of the SEGA – One Health Network Charter. The first step in this process was the signing of the SEGA – One Health Network Charter. To this end, the 34th IOC Council of Ministers on March 6, 2020 decided to set up a “SEGA – One Health Fund”. A report is to be submitted to the IOC’s decision-making bodies on the technical, legal, institutional and organizational arrangements for setting up this fund in line with the IOC’s overall institutional strengthening strategy supported by the European Union through the INCA project. Proof of the concrete usefulness of the SEGA – One Health Network, particularly in the face of the Covid-19 pandemic: the European Union has announced its willingness to support this regional health cooperation mechanism with funding of €9.35 million. This additional support for IOC public health action is channeled through AFD.
