The Agence française de développement (AFD) has granted 6.5 million euros to the Indian Ocean Commission (IOC) as part of its new program to strengthen health security in the Indo-Pacific region.
This IOC-AFD partnership is part of a concerted effort to strengthen coordination and response capacity in the face of emerging and recurring health challenges, capitalizing on the SEGA – One Health Network. The financing agreement was signed on February 26, 2024, at IOC headquarters.
Synergy between networks for concerted action
At the heart of this program are three networks:
- the IOC’s SEGA – One Health network, supported by AFD since its creation in 2009
- the Pacific Community’s Public Health Surveillance Network (PPHSN)
- Institut Pasteur’s ECOMORE program in Southeast Asia.
This collaboration will enable better coordination of efforts and promote the sharing of expertise, paving the way for concrete results in the prevention and management of health crises in the Indo-Pacific region.

A One Health approach
This program recognizes the essential interconnection between human, animal and environmental health.
Indeed, it will ensure the concrete application of the One Health approach in the 4 identified areas of work:
- Laboratory
- Health-climate
- Surveillance – The SEGA – One Health Network will lead this area.
